Case 06 · Motus problem file

Motus shows your insurance inactive — but you paid

SUSPENDED  Readout first. Full fix below. This page asks for nothing — no login, no PIN, no email.

What it means
Motus has not posted a matching insurance filing (BMC-91 or BMC-91X) to your record. Motus doesn't read your policy — it reads the electronic filing your insurer transmits. If that filing is missing, late, or filed under a name or USDOT number that doesn't match your record exactly, your insurance shows inactive while your policy is perfectly real.
Whose side the fix is on
Usually your insurer's or agent's — they transmit the filing. Yours if the record details are wrong; FMCSA's if a correct filing won't post
First move
Call your insurance agent and ask one question: 'On what date was my BMC-91/91X transmitted to FMCSA through Motus, and under exactly what legal name and USDOT number?' The answer splits this problem into its three causes immediately.
Attach first
For any FMCSA ticket: the insurer's filing confirmation (filing type, date transmitted, legal name + USDOT used), your policy declarations page, and your USDOT number.
Realistic wait
Filing-to-posting lag is normally short; a backlog built up in 2026 — FMCSA data analyzed in October 2026 counted 19,701 motor carrier applications stopped at the insurance filing step alone (late September 2026). Name mismatches take days to fix at the insurer, plus posting time.
Escalation ladder
Agent/insurer confirms transmission → insurer re-transmits with corrected name/USDOT if mismatched → AskFMCSA ticket with filing confirmation attached if a correct filing won't post.

What's actually happening

Insurance filings used to move through the old Licensing & Insurance system. In Motus, the insurer's filing must match your record's legal name and USDOT number exactly to post. The migration broke the chain in three places: filings transmitted late, filings sent with a name that differs by one word or suffix from the Motus record, and filings stuck in FMCSA's intake backlog. As of late September 2026, 21,400 authority applications had no required filings on record at all — 19,701 of them motor carriers stopped at this exact step.

The fix, in order

  1. Confirm the policy itselfGet the declarations page and confirm the policy is in force, the legal name on it, and that limits meet the filing requirement for your operation. If the policy lapsed and renewed, the filing chain restarts — that's a different problem than a display error.
  2. Get the transmission facts from your agentDate transmitted, filing type (BMC-91 vs BMC-91X), and the exact legal name and USDOT number on the transmission. Write them down — every later step uses them.
  3. Compare character by characterPut the filing's name/USDOT next to your Motus record's. 'ABC Trucking LLC' vs 'ABC Trucking, LLC' or a transposed digit in the USDOT is enough to orphan a filing. Mismatches are fixed by the insurer re-transmitting corrected data.
  4. If the filing is correct and still not posted, ticket FMCSA with proofAttach the insurer's filing confirmation. A correct, dated filing confirmation converts your ticket from 'carrier says so' to a traceable intake error, which is the kind reviewers can actually fix.

Read the label

Carrier-reported, not in FMCSA's guides: while a posting error is being fixed, a one-page proof pack — declarations page, filing confirmation, and a short explanation — sent directly to the broker has saved loads for carriers whose records still showed inactive. Brokers vary; some accept documentation, some wait for the system. The Playbook's broker letter is built for exactly this window.

Questions carriers ask about this one

My insurer says they filed. Why doesn't Motus show it?

Three documented causes: the transmission is still in FMCSA's intake backlog, the name or USDOT on the filing doesn't match your record exactly, or the filing went in under the wrong filing type. Your agent can tell you which by reading back what was transmitted, and when.

Is my authority suspended if insurance shows inactive?

If no filing is posted, your record reads as uninsured, and operating authority tied to that insurance is treated as suspended/inactive by the systems brokers check — regardless of what your policy says. This is why the proof pack matters while the posting is fixed.

Can I upload my insurance certificate to Motus myself?

No. Insurance filings are transmitted by the insurer (or its filing service), not uploaded by carriers. Your job is the match: make sure what they transmit matches your record exactly.
